Emilio Viciana Duro holds a degree in Law from the Complutense University and has been a Civil Administrator of the State since 2006. He has built his career in the General State Administration, holding positions in the Ministry of Industry, Tourism and Trade, the Ministry of Public Administrations, and, for the last 11 years, in the Ministry of Finance and Public Function as the Deputy Secretary of the Advisory Board for Public Procurement of the State. This board serves as the highest advisory body in the field of public procurement within the scope of the State Public Sector. In the performance of his duties, he has served as Secretary in various bodies such as the Permanent Commission, Contractor Classification Committees, or the Higher Committee for Contract Prices of the State. He has extensive experience in international organizations such as the European Commission and the Organization for Economic Cooperation and Development (OECD), representing the Kingdom of Spain on multiple occasions. He has also been actively involved in training activities, being one of the founders and coordinators of the High Specialization Course in Public Procurement for the professionalization of public procurement.
