Luis is leading the Stream 1: Technology intelligence at the Observatory on Patents and Technology, European Patent Office with the objective of identifying critical technology developments and generating intelligence from patent data. He joined the Spanish Patent and Trademark Office (SPTO) as a Patent examiner in the mechanical field in 2001. He has served the Spanish Public Administration as Head of the Applied Mechanical Patent Division for thirteen years, leading the patent examiners group with substantive and governance competencies and as technical responsible of the appealing challenges within the Division. During his time at the SPTO, Luis has been part of the team drafting the Patent Law, 24/2015 and responsible of the training and implementation of the Examination Committees and Oral Hearings in the patent granting procedure. He is a regular speaker in Masters, Patent National Offices training programs and numerous R&I events, both national and international, and member of several juries for the assessment of innovation or invention indicators. During 2021 and 2022, he has been the President of the Qualifying Tribunal for the competition for Senior Graduates of the SPTO. Advisor to the SPTO on issues such as strategy, IPR related to Defence inventions, regulation, international patent law. Seconded National Expert at the European Commission in Brussels for the ITER Nuclear Fusion project (2009). Before joining the public service, he had extensive experience in the private sector in the Automotive, Biotechnology and Logistics sectors. He is an Agronomy Engineer in Rural Mechanics, tile obtained at the Polytechnic University of Madrid with outstanding grades.
